The introduction of standard requirements ISO/IEC 17065:2012

As a signatory to the Bilateral Agreement with the EA and in accordance to the Law of Ukraine “on Accreditation of Conformity Assessment Bodies”, NAAU is obliged to adept and fulfill the requirements of IAF, ILAC, EA documents. According to the Resolution of IAF General Assembly 2012-09 of October 24, 2012 a three year transition period, starting with the publication date, was established with the purpose of ISO/IEC 17065:2012 implementation. The considered standard was published on September 15, 2012, so three years transition period is to end on September 15, 2015.

With the aim of the Standard implementation, the following measures have been taken by NAAU during last 3 years.

NAAU decree No.5 of January 18, 2013 “Plan of implementation of ISO / IEC 17065: 2012″, was issued and contributes to the following:

- Informing the applicants by placing information on NAAU Web page regarding the release of     ISO/IEC 17065: 2012;

- an unofficial translation of ISO/IEC 17065:2012 to Ukrainian (for private use) was made after endorsement of the Technical Committee for Accreditation (Minutes of the meeting of the Technical Committee for Accreditation of 06.14.2013 No 34);

-  Made an unofficial translation of the standard available on NAAU web page;

-  Conducted internal and external trainings of the accreditation personnel.

The following number of personnel passed the training on ISO / IEC 17065: 2012:

- 30 permanent NAAU personnel;

- 55 external NAAU personnel.

NAAU accreditation personal:

- 17 lead assessors (including 12 permanent personal);

- 25 assessors (including 5 permanent personal).

Some additional measures were taken:

- Analysis of the new provisions of  ISO/IEC 17065:2012 was performed and the necessary changes to NAAU management system were made;

- NAAU Decree of 17.01.2014 No. 35 “On implementation of the requirements of international standard ISO / IEC 17065: 2012 in NAAU activities” was issued and uploaded to NAAU Web page;

- According to the decree of 17.01.2014 p., No. 35 “On implementation of the requirements of international standard ISO / IEC 17065: 2012 in NAAU activities” NAAU has adopted the following measures:

- Starting from 01.01.2015, only applications against ISO/IEC 17065 had been accepted. Activities on accreditation of the CABs that already had accreditation certificates issued before 15.09.2015, were performed according to reaccreditation scheme.

- Starting from 01.01.2015, all the on-site assessments of the CABs, that were in accreditation process against ДСТУ EN 45011-2001,  were performed in compliance with ISO / IEC 17065: 2012;

- On receiving the corresponding letters from CABs, regarding their readiness for application of ISO / IEC 17065:2012, the on-site assessments against ISO / IEC 17065:2012 were conducted starting from 01.02.2014. The assessments were followed by a decision considering granting accreditation in compliance with ISO/IEC 17065:2012;

- Starting from 01.01.2015, NAAU conducted surveillance after the CABs, that were accredited against ДСТУ EN 45011-2001, in compliance with the requirements of ISO/IEC 17065:2012 only, thus covering all the requirements of new version of the Standard.

As of 16.09.2015 the Register of accredited CABs contains 101 operating product certification body accredited in compliance with ISO/IEC 17065:2012.

Please note, that accredited CABs that did not confirm compliance with ISO/IEC 17065:2012, in accordance with the provisions of General Agreement concluded between NAAU and a CAB, taking into account IAF ID7:2014 Informative Document  for the  Transition of Product Certification Bodies  to  ISO/IEC 17065:2012  from ISO/IEC Guide 65:1996 (IAF ID 7, 2014), shall not make references to accreditation against ДСТУ EN 45011: 2001.
