International Conference “Russia – Customs Union – European Union”

February the 13, 2014, Deputy Head of Department – the Head of Division for International Cooperation Department for International Cooperation, Quality and Information Support – Galyna Isakiv and Chair of the Accreditation Council – Volodymyr Chekalin participated in the international Conference “Russia – Customs Union – European Union” (hereinafter – Conference) which took place at the World Trade Center in Moscow city, Russian Federation. The conference was organized by JSC “WTC” and the European Commission.


On the agenda were represented the most pressing issues in the field of technical regulation, standardization and conformity assessment, which play an important role in the elimination of technical barriers in mutual trade. The participants of the International Conference were the world’s leading experts in the field of technical regulation, representatives of authorities, commercial and industrial Chambers and associations, the business community. In the conference took part: the Minister on issues of technical regulation of the Eurasian Economic Commission – Valeriy Koryeshkov , First Deputy Minister of Industry and Trade of Russian Federation – Glib Nikitin, the Head of the Federal Service on accreditation – Savva Shypov , the Deputy Head of Rosstandart – Oleksiy Abramov, acting Head of Rosspozhyvnahlyad – Anna Popova , General Director WTC of Moscow, Head of the Public Council under Rossaccreditation – Volodymyr Salamatov , the President of the Russian Union of Industrialists and Entrepreneurs – Olexandr Shohov and also the representatives of sectoral associations of Russia and Customs Union. From the European Union in the Conference took part Ambassador of the Delegation of the European Union to Russia – Vigaudas Ushatskas , Deputy General Director of DG Enterprise and Industry of European Commission – Antti Peltomakki , the Head of the European Cooperation for Accreditation – Dr. Thomas Faklam, the President SEN / SENELEK – Tori Trondvold , the representatives of business associations EU.
The agenda of the Conference included a Welcome speech and 3 Plenary Sessions.
Plenary sessions were opened with welcoming speech of General Director of Moscow ITC, Chairman of the Public Council under Rossaccreditation – Volodymyr Salmatov, which showed a presentation concerning the removal of technical barriers to trade between Russia and the EU. During the plenary sessions there were presented the speaches of Ambassador of the Delegation of the European Union to Russia – Vygaudas Usackas, who mentioned the prospect of establishment of common trade area from Lisbon to Vladivostok with the total number of 1. 5 billion consumers; First Deputy Minister of Industry and Trade of RF – Glib Nikitin, who has highlighted topic of technical regulation in Russian Federation and prospects of cooperation with EU and pointed to the beginning of the cooperation project “Approximation of the technical regulations and standardization systems of of the EU and the Russian Federation”; Minister for Technical Regulation of the Eurasian Economic Commission – Valerii Koreshkov on the issue of “Formation of the technical regulation system of the Customs Union. Market surveillance and ensuring implementation of the requirements of technical regulations”, who pointed to the establishment of the Eurasian Economic Union in 01.01.2015; Deputy Director General of DG Enterprise and Industry of European Commission – Antti Peltomakki on achievements in the field of technical regulation in the EU, cooperation between Russia and the EU, who pointed to significant Russian progress in the field of technical regulation and cited the example of a cooperation agreement between the EU and Rosstandart, Head of the Federal Service for accreditation – Savva Shipov on issues of accreditation of certification bodies and testing laboratories: the vector for membership in ILAC and IAF who told about harmonization of accreditation systems of the EU and Russian Federation. Mr. Shipov in his report paid special attention to the adoption of the Federal Law on accreditation in December 2013 and stressed that the provisions of the Law meet the provisions of the Law on accreditation of the leading EU member states. In the light of the adoption of aforementioned Law before 01.07.2014 it is planned to adopt another 40 normative and legal acts that will have the aim to regulate the accreditation process in RF. Also Savva Shipov noted that Rossaccreditation uses a unified approach to training of personnel and personal attestation. Currently Rossaccreditation has certified about 300 experts, who in the next 3 years are planned to be re-certified, and for this it is introduced a unified system of monitoring of experts. In addition, Mr. Shipov declared about rejection of the paper carriers and full transition to electronic documents, the introduction of distance learning for experts, tool of personal, but not total control of experts’ work, the principle of transparency of accreditation works and the use of clear and detailed requirements on the basis of international standards; Acting Head of Rospotrebnadzor – Anna Popova concerning meeting the requirements of technical regulations: State market surveillance; Deputy Head of Rosstandart – Alexey Abramov concerning supranational aspects of Rosstandart, who pointed out that Russia is on the 2nd place in the global ranking of testing and calibration capabilities. Head of the European cooperation for Accreditation – Thomas Faklam noted the Russian progress in the field of accreditation and technical regulations, emphasizing the effectiveness of the adopted law on accreditation.
In addition, during the conference the work meeting with Thomas Faklam was held. During the meeting they discussed actual issues on passing the EA assessment of NAAU in May 2014.
